Eight cities, eight pharmacies: Agadir, Al Hoceima, Casablanca, Fès, Marrakech, Rabat, Tangier and Tétouan each contribute one entry to Verdex's Moroccan list. All are on the public list of points of sale that the national regulator ANRAC publishes, which held 630 entries in September 2026, 473 of them pharmacies.
What they may sell is narrow: licit low-THC products made under Law 13-21, such as food supplements, cosmetics and herbal teas. Nobody on this page may sell you cannabis flower or hashish; recreational use remains illegal in Morocco, and cannabis medicines had not reached pharmacy shelves in July 2026.

Where the authorized network is thin
ANRAC's list is biggest where people shop, not where the plant grows.

Legal cultivation is confined to Al Hoceima, Chefchaouen and Taounate, yet Verdex's September check found no authorized seller in Chefchaouen or Taounate, and none in Essaouira, Ouarzazate, Errachidia or Ifrane. Pharmacie Central Rif on Avenue Hassan II is the Rif's entry on this page. A shop in a town with no listing that offers a "legal" cannabis product is outside the authorized network.
Supplements and foods are capped at 0.3% THC and cosmetics carry no detectable THC, according to ANRAC figures reported by Le Cannabiste. Is CBD legal to buy in Morocco?
Yes, when the product is authorized by ANRAC and sold by an authorized point of sale. By mid-July 2026 the regulator counted 161 authorized products, mostly supplements, cosmetics and herbal teas. Flower and resin to smoke are excluded.
Can tourists buy hashish in Morocco?
No. Recreational cannabis is illegal, and the 1974 dahir punishes use with two months to a year in prison and carrying or exporting with five to ten years. Law 13-21 legalized only licensed medical, pharmaceutical and industrial activity.
How do I check that a Moroccan pharmacy is authorized?
Use ANRAC's page listing authorized points of sale of licit cannabis products, which filters by region, city and type. Match the business name and address before you buy.

Possession & use
Illegal; use is punished by 2 months to 1 year in prison and/or a fine under the 1974 dahir on drug addiction.
Trafficking
Illegal import, production, transport, export or holding: 5–10 years' prison and fines of 5,000–500,000 dirhams (1974 dahir, art. 2).
Cultivation
Only licensed cooperative members in Al Hoceima, Chefchaouen and Taounate; unauthorized cultivation 3 months–2 years plus fines (Law 13-21).
Sales
Only ANRAC-authorized products through authorized points of sale; no recreational sales.
