  • Possession & use

    Illegal; use is punished by 2 months to 1 year in prison and/or a fine under the 1974 dahir on drug addiction.

  • Trafficking

    Illegal import, production, transport, export or holding: 5–10 years' prison and fines of 5,000–500,000 dirhams (1974 dahir, art. 2).

  • Cultivation

    Only licensed cooperative members in Al Hoceima, Chefchaouen and Taounate; unauthorized cultivation 3 months–2 years plus fines (Law 13-21).

  • Sales

    Only ANRAC-authorized products through authorized points of sale; no recreational sales.

  • Medical

    Legal under Law 13-21 and the pharmacy code (Law 17-04); registered medicines not yet in pharmacies as of July 2026.

  • CBD

    Authorized supplements, cosmetics and foods are legal; supplements and foods capped at 0.3% THC.

  • THC limit (industrial)

    Industrial cannabis varieties capped at 1% THC; higher levels allowed only for medical and pharmaceutical uses.

How cannabis is sold in Tétouan

A traveller who has just crossed from Ceuta at Fnideq, curious after a story about legal Moroccan cannabis, will find Tétouan a disappointing but honest stop. The city has one entry on our register, and it is a pharmacy.

  1. Check the list, not the street
    Pharmacie Bab Tout, Avenue du Prince Héritier, is on ANRAC's list of authorised points of sale. Take that as the only source of a legal purchase here.
  2. Expect supplements and cosmetics
    The launch range in June 2024 was nine supplements and ten cosmetics, per Morocco World News. Nothing smokable.
  3. Read the label
    Supplements carry under 0.3% THC and cosmetics none, according to the reports on the approvals.
  4. Leave the leaf alone
    Kif offered outside a pharmacy is still illegal, however close the Rif looks on the map.

Why the mountains do not make Tétouan a growing town

Licensed cultivation is confined to Al Hoceima, Chefchaouen and Taounate. Tétouan borders Chefchaouen province but is not one of the three, so a farm visit is not a legal shopping trip. Licensing is also tightening: the Interior Ministry withdrew 111 licences in 2025, according to Hespress. Can I bring anything back into Ceuta?

Spanish law applies once you cross, and possession there is not automatically legal. Products bought over a Tétouan pharmacy counter should be low-THC and labelled; see our Spain guides before you carry any.

Is Pharmacie Bab Tout a cannabis shop?

No. It is an ordinary pharmacy on ANRAC's authorised list, selling licit low-THC products alongside its normal stock.
