Portugal exported 66.3 tonnes of medical cannabis in the first half of 2026 and recorded 5,413 prescriptions at home, according to Infarmed figures reported by Observador on August 21, 2026. The companies below are the supply side of that gap, not shops: 43 entities hold licences to grow or manufacture, and you cannot buy from any of them directly. Verdex lists 8, including Tilray Portugal in Cantanhede, maker of the first cannabis substance approved for Portuguese pharmacies, Portocanna (Hexacan) in Santarém, Curaleaf Portugal with greenhouses in Alcochete, and Canna.biz in Torres Vedras.

What reaches a Portuguese pharmacy counter
A growing or manufacturing licence and a product authorization are different things. Each product needs an Infarmed market placement authorization (ACM) before a pharmacy may sell it, and a special prescription.

Prices are set by the supplier and most products are not reimbursed. Dated examples: Tilray's 15 g flower bag was reported at about €150 in 2021 (Observador), and Sativex costs €475.27 with 37% reimbursement (OPCM, 2026).
The export boom has a legal shadow. Portugal's central prosecution department, DCIAP, charged 13 people and 11 companies in a case it calls Erva Daninha, alleging fake export paperwork around medical licences, and on June 26, 2026 the government said it was revising the medical cannabis decree-law. Questions about this list
Can I buy cannabis directly from a Portuguese producer?
No. Producers grow and manufacture under Infarmed licences; patients get authorized products from pharmacies on a special prescription, according to Infarmed rules under Law 33/2018. A company offering direct sales to the public is outside the medical system.
Why do Portuguese growers export so much?
Domestic demand is small. Infarmed data reported by Observador show 66.3 tonnes exported in the first half of 2026 against 5,413 domestic prescriptions, and 43 licensed entities.
Does Portuguese health insurance pay for medical cannabis?
Generally no. Portugal does not reimburse cannabis preparations or dried flower in general, so patients pay the pharmacy price. Sativex is a partial exception, with 37% reimbursement reported by the medical cannabis observatory OPCM in 2026.
