Tilray Portugal is the Portuguese arm of the Canadian cannabis company Tilray, operating an EU-GMP production campus in the industrial zone of Cantanhede, in the Coimbra district near the Biocant science park. Tilray says it built a unit of about 15,000 square meters there in 2019 and that the site holds triple EU-GMP certification. In May 2019 trade press reported that Tilray Portugal Unipessoal had obtained a manufacturing licence and GMP certification allowing it to make and export dried cannabis as an active substance, after an investment of around €20 million.
Tilray matters for Portuguese patients because it was first to market. According to the Portuguese Medical Cannabis Observatory (OPCM), Tilray Flor Seca THC 18, dried flower with 18% THC, was authorized in January 2021, and two oral solutions followed in 2024: THC 5 / CBD 20 in March and THC 10 / CBD 10 in July. At launch the flower was reported to sell in 15-gram packs for €150. A CannaReporter summary of INFARMED's licence lists in March 2025 showed Tilray Portugal licensed for cultivation, manufacturing, import and export, and among EU-GMP-certified companies.
Patients cannot buy from Tilray directly. In Portugal any doctor may prescribe an authorized cannabis preparation when conventional treatment has failed or caused significant side effects, within the indications set by INFARMED, and the product is dispensed only by pharmacies under narcotics rules.
