Plain-language summary. The regulator is Cannabis Licensing Authority (CLA).

  • Possession

    2 oz or less: fixed-penalty ticket of J$500, no arrest or criminal record; over 2 oz remains a criminal offense (DDA as amended 2015).

  • Home grow

    Up to five ganja plants per household on the premises.

  • Sales

    Only CLA-licensed retail herb houses and therapeutic outlets, for medical, therapeutic or scientific use; licensed retailers may deliver since the April 2026 amendments.

  • Visitors

    Ministry of Health permit lets non-residents buy and possess up to 2 oz at a time on a foreign recommendation or voluntary declaration.

  • Public use

    Banned in public places and within 5 m of them; J$500 ticket. Allowed at private homes, licensed smoking areas and registered Rastafarian places of worship.

  • Religious use

    Rastafarian sacramental use is exempt; adherents 18+ may apply to cultivate for sacramental purposes, and faith events can be declared exempt.

  • Hemp and CBD

    Hemp (under 1% THC) is excluded from the ganja offenses but licensed by the CLA.

  • Export

    Individuals may not take ganja out of Jamaica; only licensed export under CLA import-export rules.

How cannabis is sold in Kingston

Kingston's legal cannabis retail is a short history, and every date in it can be checked.

  1. The Dangerous Drugs (Amendment) Act takes effect: up to 2 ounces becomes a ticketable offence, and a licensing authority is created.

  2. The Cannabis Licensing Authority issues its first two licences, to a processor and a cultivator.

  3. Kaya Herb House opens as Jamaica's first licensed dispensary; the CLA's former directory lists its Kingston store at 82 Lady Musgrave Road, with a term to December 2022.

  4. JACANA opens Manor Park on Constant Spring Road, its first store, according to the CLA's store pages.

Which Kingston stores can you actually check?

JACANA has two entries in the CLA's store finder as of September 2026, Manor Park and a larger store in the New Kingston Business Centre on Grenada Crescent, with a café next door. Mr. P Tuff Buds is at Shop 29, Washington Plaza, Auburn Terrace, in Kingston 20, and its licence runs to 24 April 2027. Nothing published gives hours. Visitor rules are in the herb house guide.
