Jamaica Lets Herb Houses Deliver, Opens Special Permits for Small Farmers

Jamaica's licensed ganja trade is heavy on retail: the CLA says roughly 70 per cent of the industry are retailers. The Cannabis Licensing Authority (CLA) launched a package of regulatory changes on 16 April 2026 meant to pull traditional growers into the licensed system and make life easier for the stores that buy from them, the Jamaica Information Service (JIS) reported.

For buyers, the most visible change is delivery. Licensed retailers may now deliver cannabis products to clients, which the CLA said would improve access and convenience.

The Special Community Permit lets groups from traditional growing communities, organized as registered entities, cultivate up to 10 acres together. The Cultivator's Transitional Special Permit gives an individual farmer two years to build up to at least a Tier 1 cultivator's licence. Applicants for the transitional permit must be 18 or older, resident in Jamaica, and have access to at least half an acre of land, JIS reported in September.

Conflicting reports on the fee

Coverage of the permit cost is inconsistent. JIS reported in April and again in September that neither special permit carries a CLA fee. The Jamaica Observer reported on 4 August that the registration fee for traditional farmers had been cut from US$3,000 to US$150 under the transitional programme. Applicants should confirm the figure with the CLA directly.

CLA chief executive Farrah Blake told the Observer that bringing farmers into the legal space was not about destroying their farms. Whether enough of them sign up to rebalance a trade with far more retailers than cultivators is the question the next licensing statistics will answer.
