How to Apply for a Jamaica CLA Cannabis Licence

The Cannabis Licensing Authority's application steps, US-dollar fees for each licence, who is barred, and the 2026 changes for small farmers.

This guide is about Jamaica — not the country you picked in the header.

Key takeaways

  • The CLA application is: form, officer meeting, US$300/500 processing fee, NEPA letter, conditional approval, build-out within one year, inspection, then licence fee.
  • Individuals may apply only for a cultivator's licence; companies need 51% ownership and control by Jamaican residents and may not be or include an IBC.
  • Licence fees run from US$2,000 (Tier 1 cultivation) to US$10,000 (Tier 2 processing or transport); bonds are refundable.
  • CLA pages conflict on fee period (annual vs three-year licences) and fencing (2 to 2.5 m vs six feet).
  • The CLA homepage counter shows 196 licences issued, 19 at granting stage and 34 conditionally approved in September 2026.

196 licences issued, 19 at the granting stage, 34 conditionally approved. Those are the counters on the CLA's home page in September 2026, and together they say most of what the regulator will tell you about odds and pace. In June 2020 the then minister reported that, as at 31 May, the CLA had received 705 applications, 63 licences and 270 conditional approvals.

Nowhere on the CLA's application pages did I find a target processing time. What the pages do give is a fixed sequence, a fee table in US dollars and a one-year build-out clock.

Who can apply, and who is barred

The CLA's "How to apply" page sets three kinds of applicant and three groups who cannot apply.

May apply

  • An individual, for a cultivator's licence only: 18 or older and ordinarily resident in Jamaica for at least three years before applying
  • A company registered in Jamaica with 51% or more ownership and control held by people ordinarily resident in Jamaica
  • A co-operative society or friendly society, registered with the Department of Co-operative and Friendly Societies

May not apply

  • Anyone disqualified under regulation 3(7) of the Interim Regulations
  • Anyone found not "fit and proper" under regulation 11
  • A company that is an international business corporation (IBC) or has an IBC as a shareholder

The application steps, in the CLA's order

  1. Start the application
Use the online form on cla.gov.jm, or collect the paper forms from the CLA. Its July 2026 release gives a new address, 7 Haining Road, Kingston 5, while the "How to apply" page still lists the PanJam Building, so confirm before you travel.
  2. Assemble the documents
Follow the CLA's application checklist; I could not open it, as the form sits behind a login.
  3. Meet a CLA officer
After an online submission an officer contacts you to book an appointment; you can also call 876-676-6947 or 876-562-0591. The officer reviews the file and accepts it for processing.
  4. Pay the processing fee
Send proof of payment by email to the licensing section.
  5. Apply to NEPA
The CLA issues a letter for the National Environment and Planning Agency, which judges whether the property is fit for the licence applied for.
  6. Desk verification and due diligence
The CLA checks documents against other agencies' platforms and tells you about discrepancies.
  7. Conditional approval
The CLA Board decides. If it approves, you get one year to build the facility to the pre-licensing inspection criteria.
  8. Submit the NEPA no-objection letter
Required before you ask for the pre-licensing site inspection.
  9. Inspection and Board decision
If you meet the criteria and nothing has changed since the application, the Board decides on granting the licence.
  10. Pay the licence fee and bond
The bond applies where the schedule lists one.
  11. Licence issued
Issued once payment and all other requirements are confirmed.

What each licence costs in US dollars

The CLA quotes every fee in US dollars, payable in Jamaican dollars at the Bank of Jamaica's daily rate. The application fee is non-refundable and payable once the file is complete: US$300 for an individual and US$500 for a company, business or co-operative, per application. The rest is due when the licence is approved.

LicenceSize or scope (CLA)Licence fee (US$)Refundable bond (US$)
Cultivator, Tier 1Up to 4,047 m² (one acre)2,0001,000
Cultivator, Tier 24,047 to 20,235 m²2,500 per acre2,000 per acre
Cultivator, Tier 3More than 20,235 m²3,000 per acre2,000 per acre
Processing, Tier 1Premises up to 200 m²3,5003,000
Processing, Tier 2Premises over 200 m²10,0003,000
Retail: herb house, with or without consumption space; therapeutic servicesSales or services for medical, scientific and therapeutic purposes2,500none listed
TransportVehicles carrying ganja between licensed sites10,000 first vehicle, 1,000 each additionalnone listed
Research and developmentExperimental or analytical services5,0003,000

By that schedule a one-acre farm run by an individual needs US$3,300 in fees and bond (US$300 with the application, US$3,000 at approval), of which the US$1,000 bond comes back, on top of building the site. A company opening a herb house pays US$3,000 in fees. Both exclude legal, NEPA and construction costs, and I found no CLA figure for them.

Small traditional growers have a cheaper door since 2026

The same amendments created a Special Community Permit for groups of traditional growers and a Cultivator's Transitional Permit that gives a farmer time to reach full compliance. Reports differ on cost: the Jamaica Information Service said neither carries a CLA fee, while the Jamaica Observer reported a registration fee cut from US$3,000 to US$150. Details of both permits, and of retail delivery, are in our report on the April 2026 changes.

What the licence lets you sell, and to whom

Retail licences cover sales for medical, scientific and therapeutic purposes, so a herb house sells to people with a doctor's recommendation, a foreign medical card or the visitor permit. Buyers' side is covered in our guides to licensed herb houses and how residents buy legally; the operators already licensed are on the Jamaica dispensaries listing.

The CLA is the only body with authority to license commercial cannabis in Jamaica. This is general information, not legal advice; the authority publishes its forms and fee schedule at cla.gov.jm. The Jamaica hub has the wider picture.
