The rules

Key rules in Switzerland

Plain-language summary. The regulator is Federal Office of Public Health (FOPH/BAG).

  • Legal threshold

Hemp and CBD products under 1% THC are outside the Narcotics Act; 1% or more is a controlled narcotic.

  • Possession

Up to 10 g for personal use by adults is not punished.

  • Public use

Consumption brings a CHF 100 fixed fine for adults carrying under 10 g; trial participants may not use in public either.

  • Home grow

Growing THC cannabis, even for personal use, remains punishable.

  • Medical

Doctors may prescribe cannabis medicines without FOPH approval since August 1, 2022.

  • Pilot trials

Legal purchase only for enrolled adults (18+) in authorised trials, restricted to local residents; one trial per person.

  • Driving

Zero tolerance: 1.5 µg THC per liter of blood or more means unfit to drive; licence withdrawn for at least 3 months.

Why no pharmacy name appears

SCRIPT stands for Safer Cannabis Research In Pharmacies. The register entry shows a study, not a shop, and the outlets stay unlisted, so there is nothing to visit and no walk-in sale. Registration opened in Bern and Biel first, in November 2023, with Lucerne following, and participants can obtain products for at most 24 months. A 2026 University of Bern release reports that regulated sales favoured lower-risk consumption. Bern is also where national law is made: parliament's health committee opened a consultation on a draft Cannabis Products Act in August 2025 and was still reworking it in May 2026, so licensed shops nationwide remain a bill. Read the city-by-city trial guide for what each trial required, and the canton of Bern page for the rest.

Cannabis in Bern: questions

Is SCRIPT still recruiting in Bern?

The register lists enrolment as closed, with sales scheduled to run until October 2028.

Is medical cannabis available in Bern?

Yes, on prescription. Since 1 August 2022 any licensed doctor may prescribe cannabis medicines without a federal exemption, so that route is separate from the trial.
