How cannabis is sold in Lucerne

The city of Lucerne is the third site of SCRIPT, the pilot trial led by the Universities of Bern and Lucerne. As in Bern and Biel, enrolled participants buy cannabis products made for the study in selected pharmacies and receive counseling with each purchase. The study asks whether this combination changes how people use cannabis, including a shift away from smoking.

The names of the participating pharmacies are kept confidential, and sales are non-profit and unbranded. Enrollment closed on March 17, 2025, so newcomers cannot join. Purchases continue until October 2028, and the research runs until the end of 2029, funded by the Swiss National Science Foundation and the Tobacco Prevention Fund.

For Lucerne residents outside the study and for visitors, the national rules apply. CBD products with less than 1% THC are sold legally. Adults carrying up to 10 grams of cannabis are not punished for possession, but using it brings a CHF 100 fine, and growing THC plants is an offense. Medical cannabis is available only with a doctor's prescription.
