On October 27, 2025 Colombia's Health Ministry signed Decree 1138, which recognized dried flower as a finished medical product for the first time, a decade into a licensed medical market. The four producers below have spent those years growing mostly for export: Aureus Santa Marta, the cultivation and extraction arm of Canada's Avicanna; Clever Leaves, with cultivation in Pesca, Boyacá; FoliuMed in Nemocón, Cundinamarca, described as one of the country's top exporters; and PharmaCielo in Rionegro, Antioquia. They supply pharmaceutical partners, not the public, and Colombia has no adult-use retail.

A licence to grow is not a licence to sell to patients. Today a Colombian pharmacy dispenses three things: registered medicines, low-THC phytotherapeutic products (below 1%) and preparations compounded for one patient. Flower awaits a technical regulation: Decree 1138 set a five-month deadline that fell in March 2026, and a bulletin from Salud y Fármacos in May 2026 still described the rule as forthcoming, with a Health Ministry draft that would change the timetable.

The decree also tilts supply. Magistral preparations must use 100% Colombian cannabis, and for two years after the technical regulation takes effect only micro, small and medium licensed cultivators may supply that market, although a May 2026 draft would change this. Questions about this list

Can I buy cannabis directly from a Colombian producer?

No. Licensed producers grow and export, or supply pharmaceutical ingredients, and patients get products from pharmacies on a doctor's prescription. A seller who offers THC products without a prescription is outside the medical system.

Is dried cannabis flower sold in Colombian pharmacies yet?

Not in practice, as far as the reports Verdex found show. Decree 1138 of October 27, 2025 recognized dried flower as a medical product, but its technical regulation was still forthcoming in May 2026.

Which Colombian agency licenses cannabis growers?

The Ministry of Justice and Law issues cultivation licences, while INVIMA registers products and licenses derivative manufacturing, according to INVIMA's medical cannabis page. The National Narcotics Fund and the ICA also play roles.

    Personal dose of up to 20 g of marijuana or 5 g of hashish (Law 30 of 1986); courts weigh intent to consume. Selling is a crime.

  • Home grow

    Personal self-cultivation is outside the licensing regime if nothing is supplied to others (Decree 1138 of 2025); the commonly cited ceiling is 20 plants.

  • Public use

    Regulated locally; cities such as Bogotá and Medellín restrict use near schools, parks and similar places.

  • Police seizure

    Decree 2114 of 2023 repealed Decree 1844 of 2018, which had allowed police to confiscate personal doses, according to legal summaries.
