Plain-language summary. The regulator is Gouvernement du Québec (Cannabis Regulation Act).
Minimum age
18 in Alberta, 21 in Quebec, 19 in all other provinces and territories.
Possession
30 g of dried cannabis or equivalent in public (1 g dried = 5 g fresh, 15 g edible solids, 70 g non-solid products, 570 g beverages, 0.25 g concentrates or 1 seed). Some provinces cap home storage, e.g. 150 g per residence in Quebec and 1,000 g per household in B.C.
Home grow
Up to 4 plants per residence under federal law. Prohibited in Quebec. Manitoba passed Bill 34 in June 2024 and home growing became legal there on May 1, 2025 (19+, up to 4 plants per household, grown indoors; gov.mb.ca).
Public use
Set provincially: generally allowed where tobacco smoking is in Ontario and B.C. (with exceptions); smoking and vaping banned in all public spaces in Quebec; no public consumption in New Brunswick; private dwellings only in PEI; restricted in Alberta and Nova Scotia; not in vehicles.
Edibles and extracts
Max 10 mg THC per edible package; extracts max 10 mg per unit and 1,000 mg per package; topicals max 1,000 mg per package. Quebec bans edibles in the form of candy, desserts or chocolate.
Buying online
Only from provincially run or authorized retailers, delivered within that province.
Travel
Taking cannabis into or out of Canada is illegal, with penalties of up to 14 years in prison.

Branches are named for their location: Crescent (1414 rue Crescent) downtown, Métro Acadie (895 avenue Beaumont), Marché Central on boulevard de l'Acadie, Fleury-Papineau on rue Fleury Est, Newman in LaSalle, Anjou on the Autoroute 40 and Pierrefonds in the west. Crescent is the downtown one; most of the others sit on boulevards in the outer boroughs. The online shop is listed as the SQDC itself.
What is different from Ontario
Quebec raised its minimum age to 21 in 2020 and caps THC in products at 30% weight for weight. The SQDC put cannabis vapes on sale on November 26, 2025, under that same cap and with no added flavours, according to StratCann, so a vape cart from Ontario or the illicit market is not the same product. Edibles are held to 10 mg THC per package and 5 mg per portion.
Where you can use it
Quebec bans smoking and vaping cannabis in indoor and outdoor spaces open to the public, which includes sidewalks, parks and plazas. That leaves private residences with the owner's permission. The Canada guide compares the provinces, and the Quebec hub has the rest.
Cannabis in Montreal: questions
Can I buy cannabis in Montreal from anyone but the SQDC?
No. The Government of Québec says only the SQDC may sell at retail, in its own branches or online.
Why is Montreal's minimum age higher than Ottawa's?
Quebec raised it to 21 in 2020; Ontario's is 19, so a 19-year-old who can shop in Orléans cannot buy in Gatineau or Montreal.
