Possession

INFARMED bars cannabinoids from cannabis extracts, tinctures or resin in cosmetics (2022 notice); CBD foods are not authorized.

The Lisbon entry is a licence holder, not a retail address, and the risk is reading it as one.
- Check the role. MediCane Portugal, Avenida da República 48B, is a Portuguese subsidiary of Canada-incorporated MediCane Health. Its unit MHI Cultivo Medicinal is licensed to grow and manufacture medical cannabis; it does not sell across a counter.
- Ask for the prescription path. Legal purchase means a prescription and a pharmacy, under Decree-Law 8/2019.
- Do not confuse hemp shops with medical supply. CBD shops are a separate question, and their status is in our Lisbon and Porto CBD guide.
- Know who deals with you if stopped. Personal possession is an administrative matter handled by the Commission for the Dissuasion of Drug Addiction, not a court, since the 2001 reform.
Why a capital with one entry
Other licensed operators are outside Lisbon proper, in Barcarena, Carregado and Torres Vedras. The register places MediCane at an office address on Avenida da República, so it reads as a corporate seat more than a farm. The company's own status as a foreign-owned holding is not a legal issue, but it means the accountable licence holder is the Portuguese entity, which is the name to check on INFARMED's lists.
What the 2001 rule does not cover

Is there a dispensary in Lisbon?
No. Medical cannabis is dispensed only by pharmacies on prescription, and Verdex's Lisbon entry is a grower and manufacturer.
What happens if I am caught with a small amount?
Personal possession is handled as an administrative matter by a dissuasion commission rather than a criminal court, but supply is still an offence.
