Licensed cannabis growers in Uruguay

Verdex lists 4 IRCCA-licensed Uruguayan cannabis growers. Three supplied the pharmacy flower at end-2025; prices are state-set and tourists cannot buy.

Three companies supplied the adult-use flower sold in Uruguay's pharmacies at the end of 2025: Faises, licensed by the regulator IRCCA since 2015, plus Jabelor and Legiral, both licensed in 2019. Verdex also lists Fotmer Life Sciences, a medical cultivator licensed to 2029 that exports flower. At the counter, a registered adult scans a fingerprint and chooses among four state-approved varieties in sealed 5 g packets at prices the state sets, from 500 to 630 pesos since August 1, 2026, according to IRCCA. Only citizens and permanent residents can register, and tourists cannot. IRCCA listed 60 selling pharmacies in April 2026.

Épsilon, the strongest variety at up to 20% THC, was added in October 2024 and is the best seller, IRCCA reported for January to April 2026. A user picks one route and cannot combine them.

Coverage is uneven: Montevideo has 26 of the pharmacies, and five departments had none in April 2026. Growers and clubs cannot advertise, so scams fill the gap. On August 26, 2026 IRCCA warned about fake social media profiles posing as licensed clubs, taking advance payments and offering delivery, which real clubs are not allowed to do. Can tourists buy cannabis in Uruguay?

No. Registration with the regulator IRCCA requires a Uruguayan cédula as a citizen or permanent resident, and clubs admit only registered residents. IRCCA said in February 2026 it was working on a mechanism for foreigners, but as of September 2026 nothing had changed.
