Legiral S.A. is a Uruguayan company licensed by the Institute for the Regulation and Control of Cannabis (IRCCA) to grow psychoactive cannabis for the adult-use pharmacy market. It won its licence in IRCCA's second call for producers, in 2019, under Resolución IRCCA 87/2019, which also licensed Jabelor; IRCCA's list of approved licences showed it as in force in September 2026. According to IRCCA's summary of data to December 31, 2025, it was one of three companies, with Faises and Jabelor, producing the cannabis then on sale. Press coverage seen in search results describes Legiral as wholly Uruguayan-owned.
Licensed growers work under IRCCA and Ministry of Public Health supervision, with traceability tags on every plant and a security stamp on every 5 g packet; IRCCA alone imports the seeds and cuttings they use. Demand has grown fast: IRCCA reported 525 kg sold in pharmacies in March 2026 against 348 kg a year earlier.
Producers do not sell to the public. Their harvests are dried, packed in 5 g units with a security stamp and distributed to adhered pharmacies, which sell them at prices IRCCA sets: $U 485 to $U 615 a packet from February 2026, depending on the variety. The four varieties are Alfa and Beta (up to 9% THC, at least 3% CBD), Gamma (up to 15% THC) and Épsilon (up to 20% THC), all dispensed as whole flower that may not be ground or pressed.
Buyers do not choose a producer. Packets are sold by variety name at the 60 adhered pharmacies, and Uruguayan law bans advertising psychoactive cannabis, so growers have almost no public profile.
