Sweet Seeds sells no more than 25 seeds per customer every three months and 100 a year, an unusual cap among seed banks, and only to adults for collection or genetic conservation, according to its own legal notice. Verdex lists four Spanish seed banks. Sweet Seeds in Valencia ships to Spain and a list of EU countries, but to Portugal only merchandise.
Buddha Seeds, registered in Beniparrell, Valencia, listed packs from €23 to €348 in September 2026. Kannabia, from Peligros north of Granada, has sold since 2009 and reports distributors in more than 20 countries. Dinafem in San Sebastián is marked unverified: its website said in September 2026 that it was not selling seeds.

Why a seed bank can sell what a balcony cannot grow
The 1961 Single Convention controls the flowering tops and resin of the cannabis plant and leaves seeds out, which is the reading Spanish seed banks cite in their legal notices. Spanish shops therefore sell seeds, usually labelled for collectors, while the plant is another matter.

Paying a fine within 15 days halves it, and waives your right to contest the facts. Where the seeds go matters more than where they come from: the UK allows buying but not growing them, Germany allows three plants per adult, and Luxembourg requires seeds to carry the producer's name, seed count and a health warning.
