What the October 2025 decree changes for a factory
Curaleaf says the Alicante site is licensed by the Spanish medicines agency (AEMPS) to import, cultivate, extract, manufacture and export medical cannabis, and that it is the group's second European site with complete GMP certification. The royal decree does something else: it lets authorised hospital pharmacy services prepare standardised cannabis formulations on a specialist's prescription. It does not put product on a high-street shelf. Press coverage of the 7 October 2025 approval says the medicines agency will run an authorisation system for cultivation for medical and scientific purposes and publish product monographs within three months.
