Why the missing ordinance matters
Clubs in Spain rest on the general associations law (Organic Law 1/2002), which says nothing about cannabis. Without a local plan there is no published distance rule to check a premises against, so the protection a member has is the club's own paperwork. Enjoint Munchies is described as members-only, 21+, for prior users, entry by invitation or member referral. Those entry rules are the club's, not a legal standard.
Telemadrid reported in November 2022 that the regional government admitted having no rule that lets town halls sanction consumption; the state fine still applies. See how the fine procedure works in Madrid and the Madrid region page.

Cannabis in Madrid: questions
Can a tourist join a club in Madrid?
Not by walking in. The register describes this club as requiring prior use and an invitation or member referral, and membership is a private-association matter, not a public sale.
Is the €601 fine a Madrid rule?
No, it comes from the national security law, Organic Law 4/2015, for use or possession in public places. Paying promptly halves it to €300.50.
