Catalonia, and Barcelona in particular, is where Spain's cannabis culture is most visible. The Catalan Parliament tried to regulate cannabis consumer associations with Law 13/2017, but in September 2018 the Constitutional Court annulled the entire law (STC 100/2018), ruling that it effectively regulated the cultivation, supply and consumption of a controlled substance, which is reserved to the state. As a result, social clubs in Barcelona operate without a legal basis and are not listed by Verdex.
What is legal is a dense network of seed, grow and CBD businesses. Alchimia Grow Shop, one of Spain's oldest online grow shops, is based in Vilamalla in Girona province; La Huerta Grow Shop sells from L'Hospitalet de Llobregat; and the CBD brand Cannactiva has a store on Plaça d'Osca and its head office in Barcelona. Public possession and use are fined under the state public-security law as elsewhere in Spain. Medical cannabis follows the national model: since October 2025, hospital specialists can prescribe standardized preparations, dispensed by hospital pharmacies.
