Possession
Up to 7 g is not a crime for adults; 7–28 g goes to a tribunal with a €50–€100 fine.
Home grow
Up to 4 plants and up to 50 g of dried cannabis at your residence, not visible from outside; growing outside the home can be fined up to €1,000.
Public use
€235 fine in public or wherever the smell causes a nuisance to others; €300–€500 in front of a minor.
Where to buy
Only ARUC-licensed non-profit associations; members must be Malta residents, one association per person.
Association limits
7 g a day and 50 g a month per member; resin allowed since May 2025 at 1 g = 3 g flower.
Minimum age
18 (some associations require 21).
Tourists
Cannot join associations, so there is no legal way for visitors to buy.
Driving

How many associations are there in Gżira?
Two. Grassroots is CHRA 012 at 54 Sir William Reid Street, and Northern Lights is CHRA 005 with no published street address. Residents in the Sliema and Gżira belt can compare hours and menus before paying a membership fee.
What hours do they keep?
A directory lists Grassroots as open Monday to Saturday from 10:00 to 18:00. It lists Northern Lights from 10:00 to 20:00 on weekdays and to 19:00 on Saturday, closed Sunday. Both come from a third party, not from ARUC. Directory notes add that Grassroots offers flower and hash and Northern Lights about ten strains plus hash, and both showed as accepting members.
Is the shop near Stella Maris College one of them?
No. In February 2026 ARUC said a commercial low-THC outlet had opened near the school in Gżira, that it has no statutory power over for-profit sellers of products under 0.2 percent THC, and that its advertising was removed after ARUC and the Planning Authority stepped in. Associations may not advertise at all and sit at least 250 metres from schools.
Can a tourist join?

Northern Lights' former websites no longer resolve, and Grassroots publishes none. Contact is by phone or email through ARUC's registry.
Is the low-THC shop licensed by ARUC?
No. ARUC said it cannot regulate for-profit sellers of products under 0.2 percent THC.
