What does not differ
Access rules are national, not municipal, so nothing separates Lod from Petah Tikva on who may buy. Luminera Pharm is on the ministry-authorized list, and its register entry links it to Panaxia, which says its Lod plant is the only Israeli site with EU-GMP approval, letting it export to Europe. Panaxia has a German marketing permit, according to its own press release. Travellers passing through Ben Gurion should read the Israel guide before packing anything.
Panaxia lists more than 65 products, sells in Germany, France, Cyprus and Malta, and put 6.1 million dollars into a Maltese facility, according to press coverage.
