Research is Haifa's difference
None of the research changes what you can buy: access runs through the Health Ministry licence. The evidence is mixed and often observational; a chronic pain study of 1,045 patients had 551 completing the 12-month follow-up, so drop-out is large. Licences cover physical illnesses, chronic pain and PTSD, the only recognised mental-health condition, per Nefesh B'Nefesh, and the ministry committee stressed that long-term PTSD evidence is thin.
Haifa's Rambam Campus is a hospital, not a dispensary; a research programme there does not give a walk-in patient any faster access.
