Cannabis is still a dangerous drug in Israel, but personal possession up to 15 g brings a 500 NIS fine, and using it in public 1,000 NIS. Growing and selling remain crimes.

Older guides still quote a 1,000 NIS first fine and 2,000 NIS for a second. That was the temporary 2019 scheme. It expired at the end of March 2022, and the Administrative Offenses Regulations that replaced it dropped the escalation and the criminal record for personal possession.

Public place

Under the 2022 regulations: a place open to the public, a non-public place that can be seen from a public one (a home excepted), and a motor vehicle. Lighting up in a parked car counts as public use.

Who the fine system does not cover

The regulations exclude soldiers, people serving in the Border Police and certain police and prison-service units, and prisoners, who stay under criminal or disciplinary rules. Minors were also excluded for the first three months after April 1, 2022; that temporary exclusion has since expired.

Can you grow cannabis at home in Israel?

No. Section 6 of the Dangerous Drugs Ordinance bans growing a dangerous drug except under licence, and a medical cannabis licence covers buying from a pharmacy, not cultivation. Home growing is outside the 2022 fine regulations entirely.

Licensed cultivation exists only on commercial farms supervised by the Health Ministry's Medical Cannabis Unit (Yakar). Imports are large: a 2025 review in the Journal of Cannabis Research found that the record December 2024 flower import, 4,446 kg, equalled about 88.7% of the licensed monthly flower allowance at the time.

CBD: announced as exempt, never clear-cut

On February 28, 2022 Health Minister Nitzan Horowitz announced that cannabidiol (CBD) with no more than 0.3% THC would be removed from the Dangerous Drugs Ordinance, the Jerusalem Post and ynet reported. CBD was not to be used in food, supplements or cosmetics for at least two years.

We could not confirm how far that announcement has been turned into law, and the ministry had announced and reversed similar CBD decisions several times before. Treat CBD bought in Israel as a grey area, and do not assume a foreign CBD product is legal to import.

Driving after cannabis

Driving under the influence of a dangerous drug is prohibited in Israel. We could not verify a specific THC limit or the current rules for medical patients, so the safe course is not to drive after use at all.

Legalization bills that went nowhere

  1. Temporary scheme starts: fines for first and second personal-use offenses.

  2. Two bills by MKs Sharren Haskel and Ram Shefa pass preliminary readings, 61–11 and 53–12, proposing licensed sales to adults 21+ (Times of Israel).

  3. Permanent administrative fines replace the temporary scheme; no criminal record for personal possession.

  4. A Health Ministry committee proposes phasing out smoked medical cannabis within three years.

The 2020 bills never completed their readings. We found no adult-use legalization bill advancing in the Knesset as of September 2026; the policy energy has moved to tightening the medical program.
