Prague 'Cannabis Shops': What They Can Legally Sell in 2026

Old Town windows are full of 'THC' candy and hemp buds, none of it legal cannabis. What Czech law allows on the shelf, and why tourists ended up in intensive care.

Walk through Prague's Old Town and you will see shop windows with cannabis leaves, jars of buds, "THC" gummies and signs saying the products are souvenirs, not for consumption. Czech police say that label should be read as a warning.

Czechia legalized home growing for adults on January 1, 2026, but it did not legalize selling cannabis. That gap is what these shops sit in.

The legal line for hemp is 1% THC, which is higher than in most EU countries but still far below the potency of adult-use cannabis.

The psychomodulatory rules also require age checks and restrict advertising, and fines for breaking them reach CZK 10 million, according to law firm ARROWS.

The "souvenir" label, and what police found

In May 2026, police, customs, the Czech Trade Inspection Authority, hygiene stations and the food inspectorate ran a nationwide check called KORUND on low-THC cannabis and kratom sellers.

The police advice was direct: avoid products of unclear composition sold as "collectibles" or "not for consumption", including hemp flower, candies, pre-rolled joints and vape refills, because the contents often don't match the label. Investigators found CBD products enriched with synthetic or semi-synthetic cannabinoids.

Tourists in intensive care

In August 2026 a Romanian tourist needed intensive care after eating candies labeled as containing THC, and two Italian siblings were hospitalized after similar purchases, Expats.cz reported. Prague paramedics deal with cannabinoid intoxications several times a day, many involving visitors.

New powers on the way

Two government bills approved in September 2026 target these shops. Both still need parliament.

  • 14-day closures: police could shut a business for up to 14 days when its products pose a serious health risk, acting before expert assessment in urgent cases; regulators would then have 48 hours to confirm the threat.
  • Lex kratom: would ban selling technical hemp flower tops to individuals, ban enriching hemp with other substances, raise the age for psychomodulatory products to 21 and end online sales.

How to tell a legitimate hemp shop from a risky one

  • It never promises a high — legal hemp under 1% THC is not a substitute for cannabis; "strong", "THC" or "like weed" claims are a red flag.
  • It doesn't hide behind "not for consumption" — police single out collectible and souvenir labels on edible products.
  • It checks your age — licensed psychomodulatory sellers must.
  • It doesn't sell from vending machines — police cleared products from 63 CBD vending machines during KORUND.
  • It shows who made the product — a batch, a producer and a lab result, not just a leaf logo.
  • It sells no cannabinoid vape liquids — those are banned outright from July 1, 2026.
