Only 23 shops in all of Austria appeared on the June 2026 licence list for selling hemp flowers. Since July 2025 flowers with no more than 0.3% THC have been sold under the tobacco monopoly: in a Trafik, or in a hemp shop that holds a licence from the Monopoly Administration, which may keep selling flowers until December 31, 2028. Anything above 0.3% THC is a narcotic under the Narcotic Substances Act. Verdex lists 11 shops in Vienna, Innsbruck and Dornbirn, among them Canatur, described as the only monopoly-licensed hemp shop in Tyrol. None is marked verified in Verdex yet, so ask to see a shop's current licence.

What the monopoly changed on the shelf

ProductStatus in September 2026
Hemp flowers, up to 0.3% THCTrafik or licensed shop only; fixed retail prices, tobacco-style warnings, tobacco youth rules, no online sales
CBD oils and extracts as foodNovel foods under EU Regulation 2015/2283; not authorized, according to the Austrian Agency for Health and Food Safety (AGES)
Cannabis extracts in cosmeticsNot allowed under EU rules, says AGES
Hemp seed productsAllowed within THC maxima of 3 mg/kg (seeds) and 7.5 mg/kg (seed oil)

Hemp has also carried tobacco tax since April 2026. Because flowers now belong in the Trafik, a shop's licence matters more than its reviews. In Vienna the listings cluster in districts with dense shopping streets: CBD BRO in Alsergrund (1090) and Penzing (1140), Hanf Mann in Hernals, Margareten and Brigittenau, Cannabis Store Vienna at Matzleinsdorfer Platz, and Hanf Residence in Meidling.

Watchlist Internet, Austria's consumer fraud portal, has flagged fake hemp and CBD web shops, and online flower sales are banned anyway. Our guide to licensed CBD shops in Vienna and Austria explains how to check the list, and the Austria cannabis law overview covers possession penalties.
