Thailand's biggest cannabis brand is the government. The Government Pharmaceutical Organization (GPO), the state drugmaker in Bangkok, produces THC, CBD and 1:1 cannabis oils that public hospitals dispense on prescription. Private brands sit on the other side of a stricter line since June 26, 2025: cannabis flower may be sold only against a PT33 prescription valid for at most 30 days, issued by an authorized practitioner, and tourists are assessed with a passport. The Department of Thai Traditional and Alternative Medicine (DTAM) counted 18,517 registered establishments nationally, of which 7,131 closed in 2025 and 11,386 were operating, Khaosod English reported on April 22, 2026.

What separates a compliant brand from a licence on the wall

DTAM's June 22, 2026 enforcement guidelines set graded penalties for licence holders, according to The Nation:

BreachPenalty
Flower not from a GACP or equivalent source; missing sales records; licence not displayed; advertising30-day suspension
Sale without a qualified practitioner's prescription90-day suspension
Sale to under-20s, students, pregnant or breastfeeding women; online or vending sales; smoking on the premisesRevocation

GACP means Good Agricultural and Collection Practices: all flower dispensed must come from a certified farm, which is why a brand's farm documentation matters more than its packaging. Cabinet approved a draft Cannabis Control Act on September 22, 2026, keeping cannabis medical-only; it is not law yet. Licences expire in stages from 2026 to 2028, and the health minister estimated that more than half of current shops would need to convert to clinics with a doctor on site.

Visitors face rules the brand cannot change: smoking in public can bring up to 3 months in jail and a fine of up to 25,000 baht, and bringing cannabis into Thailand is treated as trafficking. See our tourist rules, the GACP explainer and the report on the cabinet-approved bill.

Only as patients. Since June 26, 2025, flower is sold only against a PT33 prescription for at most 30 days, and foreigners identify themselves with a passport, according to Tilleke & Gibbins and Thaiger. A prescription from your home country does not count.

What is GACP cannabis in Thailand?

GACP stands for Good Agricultural and Collection Practices, a farm certification. Under DTAM's June 2026 guidelines, a shop dispensing flower not from a GACP or equivalent source faces a 30-day suspension.

Is Thailand's new cannabis law in force?

Not yet. The cabinet approved a draft Cannabis Control Act on September 22, 2026, keeping cannabis medical-only, and it goes next to the House of Representatives. The June 2025 notification and an April 2026 ministerial regulation still apply.
