About Government Pharmaceutical Organization (GPO)
Thailand's state drugmaker in Bangkok: produces THC, CBD and 1:1 cannabis oils that public hospitals dispense on prescription.
The Government Pharmaceutical Organization (GPO) is Thailand's state-owned medicine manufacturer, a state enterprise under the Ministry of Public Health with its headquarters in Bangkok's Ratchathewi district. It is not a shop or a dispensary. It is the licensed producer behind the country's standardized medical cannabis oils, and people usually meet its products through a hospital doctor rather than a storefront.
GPO makes three cannabis-extract oil formulas: a THC-dominant oil, a CBD-dominant oil and a balanced THC:CBD 1:1 oil. The first batches went to a network of 12 pilot hospitals, one in each public health region, for research and for individual patients in need. In 2022 the oils were added to Thailand's National List of Essential Medicines. According to The Nation, that listing lets doctors at 893 state hospitals prescribe them for a defined set of uses, including symptom care during chemotherapy and end-of-life care, with the cost covered by the state.
According to Wikipedia's summary of public reporting, GPO grows cannabis and manufactures cannabinoid medicines at a factory in Pathum Thani province, just north of Bangkok. GPO was also among the bodies that pressed for the legal changes approved by the cabinet in 2018 to allow medical cannabis research.
Since June 2025, cannabis flower in Thailand is again sold only against a prescription, and the market is being pushed toward clinics and hospitals. GPO's oils sit at the most conservative end of that system: they are pharmaceutical products supplied through public hospitals, not something a visitor can buy over the counter.
