Mexican law treats up to 5 grams of marijuana as a personal-use amount, but a COFEPRIS permit is what lets an adult grow it. Sativa Care, run by Grupo Sativa Health from Avenida Ejército Nacional 436 in Polanco, Mexico City, has offered cannabinoid-based consultations since 2018, in person and online.

Its initial integral consultation costs MXN 1,500 and runs about 90 minutes, combining medical history with psychological, nutritional and self-care assessments. It also publishes a free step-by-step guide to requesting a COFEPRIS personal-use authorization, and warns that appointments in Mexico City are scarce. Mexico has no pharmacy-registered THC medicines, so ask any practice how a recommended product will be obtained legally.

What a permit covers, and what no clinic can sell

Permit holder mayNo permit covers
Sow, grow, harvest, prepare, possess and transport for own recreational useBuying, selling, supplying, importing or distributing
After the Supreme Court's decision of September 10, 2026, also cook it into food for own useUse in front of minors, in public where others have not consented, or while driving

A single permit can cover several people if each is named as a holder, the Court held on June 25, 2026. Because buying is not covered, a holder must grow from seed. Above the 5 g line in the General Health Law's dose table (article 479), possession can be prosecuted; a holder's rights come from the permit, not from that table.

Medical use has been legal in principle since the June 19, 2017 reform, with regulations published on January 12, 2021, but patients have relied on import permits and court orders. In early 2025 COFEPRIS warned that foods, supplements and cosmetics may not carry CBD, hemp extract or THC without its authorization. Questions about this list

Does a COFEPRIS permit let me buy cannabis in Mexico?

No. The permit covers sowing, growing, harvesting, preparing, possessing and transporting cannabis for the holder's own use. It never covers buying, selling, supplying or importing, so a holder must grow from seed.

How much cannabis can I carry in Mexico?

The General Health Law's table of maximum doses sets 5 grams of marijuana as a personal-use amount, and prosecutors do not bring a possession charge against a consumer holding that much. Above 5 g, possession can be prosecuted.

Is medical cannabis available in Mexico?

Legally in principle since a June 19, 2017 reform, but access is narrow. Patients have relied on COFEPRIS import permits and court orders, and Verdex found no pharmacy-registered THC medicines.

Buying in Mexico

  • Possession

Up to 5 g is treated as personal use under the General Health Law's dose table (art. 479); a COFEPRIS permit covers holders' own supply.

  • Home grow

Allowed only for holders of a COFEPRIS self-consumption authorization; no plant number is set in the law.

  • Sales

Sale, supply and distribution remain illegal; COFEPRIS reiterated this on 8 July 2026.

  • Medical

Legal since the 2017 reform and 2021 regulation, but no registered cannabis medicines were on sale as of 2025; access via import permits or court orders.
