Possession
Personal use is an administrative offense (DPR 309/1990, art. 75): 1–3 month suspension of license, passport or firearms permit for cannabis; formal warning possible for a first minor case.
Home grow
Not legal; Cassation joint chambers (12348/2020) held minimal, rudimentary grows purely for personal use are not a crime, case by case.
Sales
Illegal; supply is a crime under art. 73 (2–6 years and €5,164–77,468 for non-minor cannabis cases).

Any registered doctor may prescribe magistral preparations; FM1/FM2 from Florence plus imports; reimbursement set by each region.

How cannabis is sold in Florence
Florence has no cannabis shop, yet it grows every gram of Italy's home-produced medical cannabis, and that is a small share of what the country uses.
Can a patient buy at the plant?
No. The Stabilimento Chimico Farmaceutico Militare on Via Reginaldo Giuliani 201, founded in 1853 and run by the defence ministry's Agenzia Industrie Difesa, sells nothing over a counter. A doctor writes a non-repeatable prescription, and a pharmacy with a galenic laboratory orders the flower and prepares the dose. The plant's cannabis programme began under an agreement between the health and defence ministries signed on 18 September 2014. Cannabis FM2, with 5 to 8 percent THC and 7.5 to 12 percent CBD, has been available since 14 December 2016, and FM1 with 13 to 20 percent THC followed in 2018.
