Italy's state military pharmaceutical plant in Florence, the only authorized grower of medical cannabis, maker of Cannabis FM1 and FM2 for pharmacies.
The Stabilimento Chimico Farmaceutico Militare in Florence is the only place in Italy authorized to grow medical cannabis. Run by the defence ministry's Agenzia Industrie Difesa, the plant was founded in 1853 and makes orphan drugs and military medical kits as well as cannabis. Its cannabis program began in 2014 under an agreement between the health and defence ministries signed on 18 September 2014.
It produces two standardized flower substances for pharmacies. Cannabis FM2, available since 14 December 2016, contains 5–8% THC and 7.5–12% CBD, grown under good agricultural practices and processed under EU GMP rules, with its technical file lodged with the medicines agency AIFA. Cannabis FM1, launched in 2018, has 13–20% THC and under 1% CBD. The plant also makes standardized oily extracts.
Patients never buy from the plant. A doctor writes a non-repeatable magistral prescription, and a pharmacy with a galenic laboratory orders the substance and prepares the dose. Output is capped by an annual ministry quota: 400 kg for 2026 under a decree of 5 November 2025, the same as the previous three years. That covers well under a fifth of demand, so Italian pharmacies rely heavily on imported flower.
