Japan Names CBD Wax Over THC Limit, Fourth Warning in a Year

The health ministry asked buyers to hand in a CBD wax sold by a Tokyo company after Aichi Prefecture found Δ9-THC above the legal limit. It follows three similar warnings since May 2025.

The product is listed as "Plus Weed Wax CBD 50% <OG Kush>", a 1,000 mg wax. According to the ministry's notice, Aichi Prefecture bought it in a February 2026 test purchase and its analysis found Δ9-THC over the limit. Because the product was likely sold nationwide, MHLW posted a public warning and a press release.

Why a CBD product counts as a narcotic

Since December 12, 2024, Japan has regulated THC content, not the plant part a product came from. Oils and powders may hold up to 10 ppm of Δ9-THC, water-based products 0.1 ppm, and all other forms 1 ppm. A wax is not a liquid oil, so it falls into the last category. Anything above its limit is legally a narcotic, so selling, buying, possessing or using it is a crime.

The ministry said it knew of no health damage from the product. It noted that the product had not been confirmed as a narcotic but could be handled as one, and it gave owners a voluntary surrender and ownership-waiver form.

What buyers should do

Do not use or pass on the product; contact the regional narcotics control office or the prefectural pharmaceutical affairs division to hand it in.
