High End Social Club e.V. holds the first permit granted to a cultivation association in Hamburg. The Altona district office, whose consumer protection, trade and environment department licenses and supervises these associations for the whole city, issued the permit on 10 October 2024 after reviewing an application filed in early July and requesting further documents, Radio Hamburg reported. Hamburg permits run for seven years and can be renewed after five. The club planned for around 500 members, the legal maximum.
The association's website gives an address at Albert-Schweitzer-Ring 23 in the Wandsbek district and describes it as one of Hamburg's first officially approved clubs. Hamburg's consumer protection authority publishes a downloadable whitelist of licensed associations, which can be used to confirm whether any club in the city holds a permit.
Membership rules follow the Consumer Cannabis Act and the city's guidance: members must be at least 18, must have lived in Germany for at least six months, and are bound by a minimum membership of three months. Club premises must keep a distance of 200 meters from schools, youth facilities and playgrounds. Each member can receive up to 25 grams a day and 50 grams a month, with a lower monthly limit and a THC cap for those under 21.
Cannabis is passed only to members; there are no sales to tourists or the general public, and advertising for cultivation associations is prohibited in Germany, so this page is limited to documented facts.
